It's there for people playing with hidden attributes and to flesh out the reports. About 80-90% of a scout report is just the game putting the numeric values of the shown attributes you can already see into words. And in all honesty you only need to read a very small portion of a player's scout report. Scouting in EHM is a bit of a mine field, learning how to read a scout report is a fairly important skill.
